Hawk, the major difference is that the Strings.CSV file is local to your own machine, and the orange text is shown to everyone on the server. By editing your own strings file, all you do is change the appearance of text blocks as they appear in the game. The signal to and from the server is normal, just that the way you personally view it changes, like (massive simplification here) a tv station broadcasting one signal, but one person having a colour tv and another person having a black and white tv. Putting colour codes in the strings CSV...
